I would definitely try different paints to see which one your most comfortable with some like oils others like watercolor or acrlyic and there are even more to chose from. Also try painting on different surfaces wood, canvas or something recycled maybe. Same with brushes just get a cost effective multi pack and see what works best for you then invest more as you get better and find different combinations you like. Buying higher quality paints is like tasting good wine once you use it you wont be as satisfied with the cheaper stuff agian as you get better get better quality. One thing that I would recommend to buy better quality is Gesso so you have a good foundation to start with. For places to buy there are a lot of suppliers on line but have to be careful like anything else. I would start with Michaels or Hobby Lobby if you have one close. Local art shops are also very helpful the mark-up is usually a little hight yet the service is better and are usually glad to help on a more personal level. Also some places offer free introduction classes. Some art museums also offer classes but for a small charge.
